Be it resolved by the Hartsgrove Township Trustees for the good of all the residents, that access to properties that require the crossing of township road ditches (right of way) shall require the installation of drain piping (culverts) so as not to impede the flow of water in the ditches. This shall also include existing culverts that are in disrepair and are causing visible damage to the roadway or impeding the flow of water and require replacement.  The cost of the installation shall be born by the property owners and shall comply with the following specifications:

  1. Culverts shall be a minimum of twelve inch (12") dismeter by a minimum of twenty feet (20') in length and a maximum of forty feet (40') in length.  The culvert pipe shall be galvanized steel, or concrete.  The actual diameter of the pipe shall be determined by the Township Road Superintendent.

  2. The stone bedding and cover shall be ODOT 304 stone or equal.

  3. Prior to the installation or replacement of a culvert, a permit shall be obtained from the Hartsgrove Township Road Superintendent.  There is NO FEE for the permit.

The township road department can supply labor, equipment, and stone to install a new culvert at a labor and material cost to the property owners.

Replacement pipes will be set at NO COST to the property owners.  The culvert pipe shall be supplied by the property owners.

Property owners also have the right to perform the work themselves, or may contract out the work.  However, an inspection of the installation is required prior to covering the culvert.

Should temporary access be required for logging, gas, and/or oil wells, etc., the above specifications also apply.
